@Muhammad, Data Soverignity is criticial to any organisation. Many organisations in choosing Public Clouds over Private Clouds fail to understand the Data location issue. (Google Mail is a classic example of this, whilst an Organisation may not be concerned about where there own data resides, they fail to realise their data contains there customers data, such as PDF Quotations, etc, etc). In my experience, what you should be looking at is creating "Private Clouds - In-Country" - by this I mean individual clouds per customer in a "Private Cloud" within country. This is not hard to structure and I am sure the local Telco could help in this regards. This will close off Data Soverignity issues as well as Private - vs - Public Cloud. If you can build local mass, you will generate economies of scale with your local Telco to build a business case.
