How about considering the old POTS? You have an authentication method (line) and you are provided with access to the function but you are only charged for what you consume.

The differential, is that you are likely to be charged telephone rental or installation fees, but when you consider you need core infrastructure or services to access a cloud offering, there is a close similarity. POTS was flexible and scalable and many people used the same back-end infrastructure!

Cloud services have an underpinning cost to access; it is just that often that is consider a sunk cost for many organisations.

We know that people already use cloud based emailing and Google application, host their pictures or use Apple cloud service eventualy.
I believe concerns that remains are:
1) Ip protection when i am an aerospace engineer working for a defence project for example.
2) Guaranteed accesibility of my cloud based data (we have seen major issues with Microsoft and others recently)
3) the world is not completly connected...specially in Australia. How do i share heavy files with my ecosystem if the bandwith is slow or not working ?

I see customers challenging the various offering of private, semi private and public clouds vs local hosted. It add a bit of complexity to aplication vendors.

A Cloud Platform is something like mixing the benefits of a car rental dealer and a car leasing plan: you can have a compact one or a luxury sedan, you will just pay while you use it, it's cheaper than buying it by yourself, you can forget about its maintenance and it's always a brand-new one!
