To end user, Cloud Computing is nothing but Virtual Machine (with /without OS) + Virtual storage +Virtual database, so user can run their busiess application as a local server. In the low level, load balance and CDN help to handle the user requeset ,and provide as fast as it could for user exeperiences. So the "3 V" provides flex hardware and software env. to every users, based on business, you can increase or decrease the size of cloud Some vendor may aslo provide the OS (Azure) or Framework (GAE), but it still based on the 3 V.
