IT works with the business units to determine the problem they need to fix. Then IT decides how best to provide this service, whether that be an internally hosted app, SaaS, PaaS, whatever. Its all about the options that IT has to best meet the needs to the business unit and doing so with high ROI and managed SLA's! I could not agree more with you.
