While there are many factors that influence this decision, some key parameters are the physical utilization rate and then ultimately how the virtual environment will be used and dynamic provisioning and dynamic resource allocation. Another challenge is that not every application will work in a virtualized environment, so it is important to run tests to ensure that everything performs correctly.
In terms of security, one thing to keep in mind is that no one vendor has the entire stack, so you will likely be working with an ecosystem for your cloud deployment. It is important to make sure that any partners your cloud provider is working with meets your security requirements.
Despite these challenges, the benefits can be pretty compelling when compared to either deploying servers in your own enterprise or utilizing dedicated hosting services. The cloud allows IT departments to shift their concentration, so they can focus more on innovation and less on server updates. With the proper management portal, an enterprise can quickly deploy and scale servers as-needed with as much control as an in-house dedicated server, without a lot of the hassles.
